The Quercy Rouergue Gorges de l'Aveyron Community of Communes is looking for a Public Procurement Officer.
Full-time position: 17h30 / week
GENERAL JOB DESCRIPTION
You will be responsible for assisting departments in the preparation and implementation of public contracts:
- PREPARATION OF CONSULTATIONS
- ASSISTANCE WITH THE EXECUTION OF CONTRACTS
- MONITORING AND MANAGEMENT OF THE PUBLIC INSURANCE CONTRACT
mISSION
PREPARATION OF CONSULTATIONS
DEFINITION OF THE NEED :
- Assist department heads in drafting administrative documents for contracts < €40,000 excluding VAT
- Draft administrative documents for contracts > €40,000 excluding VAT
- Advise departments on the procedures to be used
- Dialogue with the requesting departments to help define the requirement and assist in drawing up the technical specifications (CCTP or CCP) and choosing the selection criteria
IMPLEMENTATION OF THE PROCEDURE :
- Publish all the DCE (Dossier de consultation des entreprises) documents on AWS marchés and draw up the public tender notices
- Preparing and convening meetings of skills committees (CAO and CMAPA)
- Attend committee meetings and ensure compliance with public procurement rules
- Helping to analyse applications and tenders in terms of administrative regularity and public procurement rules
- Draft the administrative documents for the procedure (bid opening report and analysis of applications, presentation report, notifications, commitment documents, award decision, deliberations, minutes, etc.).
- Assisting and advising department heads in drafting the tender analysis report so that it complies with regulations
- Notify companies and formalise the contract (signature and transmission of documents, etc.)
- Transmit contracts to the Control of Legality that require it
- Publish essential information and award notices when required by the procedure.
SECONDARY ACTIVITIES
- Assistance with monitoring the administrative and financial performance of contracts
- Maintain a management chart for the various markets by compiling the data in conjunction with the departments concerned and the accounts department
- Alerting line management and the persons concerned in the event of litigation, ethical or criminal risk
- Monitoring, implementing and assisting with services and advice under the insurance contract (advice in the event of a claim, additional quotes for holidays, etc.).
Expected skills and knowledge
LEVEL OF QUALIFICATIONS AND EXPERIENCE REQUIRED :
At least 3 years' higher education in law or a professional degree in administration related to the subject of the advert, or at least 3 years' experience in a similar role.
