the institution
A communauté de communes is a French public establishment for intercommunal cooperation (EPCI) with its own tax system, which provides for limited integration of the member communes.
It is defined as: a public establishment for inter-municipal cooperation grouping together several communes in a single block without an enclave.
Its purpose is to bring communes together within an area of solidarity, with a view to drawing up a joint development and spatial planning project.

The skills
The Communauté de Communes exercises the following powers on behalf of its member communes:
SKILLS
- Spatial planning to carry out actions of community interest; territorial coherence plan and sectoral plan; local town planning plan, town planning document taking its place and local map.
- Economic development actions under the conditions set out in article 4251-17; creation, development, maintenance and management of industrial, commercial, service, craft, tourist, port or airport activity zones; local commercial policy and support for commercial activities of Community interest; promotion of tourism, including the creation of tourist offices.
- Aquatic environment management and flood prevention, under the conditions set out in Article 211-7 of the Environment Code
- Creation, development, maintenance and management of reception areas for Travellers and family rental sites as defined in 1° to 3° of II of article 1 of law no. 2000-614 of 5 July 2000 relating to the reception and housing of Travellers.
- Collection and treatment of household and similar waste
- Protection and enhancement of the environment, where appropriate within the framework of departmental plans, and support for actions to control energy demand.
- Housing and living environment policy of community interest.

- Creation and management of centres providing services to the public and definition of the related public service obligations pursuant to article 27-2 of law no. 2000-321 of 12 April 2000 on the rights of citizens in their relations with administrations
- TRANSPORTSupport :- The contribution to be paid by families for school transport in accordance with the policy of the Conseil Département - Transport on demand (T.A.D.)
- AID FOR ASSOCIATIONS AND SCHOOLSfor projects not subsidised by the local authorities after examination of the applications
- CULTURENetworking of the Network Head library(s), relay libraries and reading points, based on the departmental public reading scheme and through:- building up the community's own collections - disseminating and rotating the community's own collections, local collections and collections on loan from the Médiathèque Départementale - computerisation - coordinating and leading the policy required to set up and implement the network. - support for or participation in events aimed at disseminating culture through inter-communal events.

- CONTRACTUAL POLICIES OF THE MIDI-QUERCY REGIONAL DEVELOPMENT PLAN The Communauté de Communes participates in the development and implementation of territorial policies coordinated by the PETR du Pays Midi Quercy, as part of the Projet de Territoire du Pays Midi-Quercy, and in particular ensures the administrative monitoring of the Contrat Régional Unique du Pays Midi-Quercy and the next Contrat de ruralité.
